Note that this EO is not responsible for the blocking of Syrian government property by operation of law. This EO considered such property blocked upon a (discretionary) affirmative determination that a given person or entity was "to be an agency or instrumentality of the Government of Syria, or owned or controlled, directly or indirectly, by the Government of Syria or by an official or officials of the Government of Syria." The EO providing the basis for the blocking of the property of the Government of Syria by operation of law was Executive Order 13582 of August 17, 2011.
