1) On June 30, 2025, President Trump issued this EO, which “revokes the…six E.O.s that form the foundation of the Syrian Sanctions Program and terminates the national emergency underlying those E.O.s, effective July 1, 2025” (FAQ # 1220). Concurrent with the termination of the EOs that form the basis of the SySR, the EO “expand[s] the scope of the [separate Syria-related] national emergency declared in Executive Order 13894”. That EO formed the basis of the “Syria-related Sanctions Regulations” (31 CFR Part 569, separate from the SySR). OFAC stated that the purpose of this was as follows:

“To maintain sanctions on Bashar al-Assad and certain other destabilizing regional actors, E.O. of June 30, 2025 also expands the scope of the national emergency declared...
