1) While five active Syria-related EOs currently incorporated into the SySR preceded this one, this EO is essentially the foundation of the "embargo" against Syria, blocking Syrian government property by operation of law, prohibiting the exportation of services, as well as investment in Syria.

2) EO fully incorporated into the SySR (i.e., no provisions of this EO notable for compliance-related purposes are not incorporated). See relevant SySR provisions for further commentary.
