[9-24-25 Update - OFAC amended notes 1, 2 and 4 to § 569.201 to account for implementation into the Syria-related Sanctions Regulations of the blocking prohibitions of E.O. 13606 (Grave Human Rights Abuses by the Government of Syria Via Information Technology) and the Caesar Syria Civilian Protection Act of 2019. see Note 1 to § 569.201, suggesting that the Caesar Act prohibitions are now implemented in the Syria-related Sanctions Regulations, though the prohibition still states that it is only "transactions prohibited pursuant to Executive Order 13894 of October 14, 2019 (E.O. 13894), or any further Executive orders issued pursuant to the national emergency declared in E.O. 13894, [that] are prohibited pursuant to" 31 CFR Part 569, and there is no indication that transactions prohibited by the Caesar Act are prohibited by EO 13894...
