Notes:

1) This EO is the sixth of six that, as of 8/2019, forms the basis of the sanctions program concerning North Korea. As discussed in the comments to the North Korea Sanctions and Policy Enhancement Act of 2016 (as amended by the CAATS Act), this EO makes virtually all trade with North Korea secondarily sanctionable, thereby going far beyond the requirements of the CAATS Act, which amended NKSPEA to substantially expand the designation criteria. For general discussion on this EO in connection with the other authorities underlying the NKSR, in particular NKSPEA, as amended by the CAATS Act, refer to General Comment on the North Korea Sanctions Regulations and the Relationship Between the Authorities Underlying the Regulations (System Ed. Note).
