1) The NKSPEA, passed in 2016 and heavily amended in 2017 by Title III of the CAATS Act ("Korean Interdiction and Modernization of Sanctions Act") and the “Otto Warmbier North Korea Nuclear Sanctions and Enforcement Act of 2019” ("Warmbier Act") is the only program-specific statute used as for authority for the NKSR.
