Notes:

1) This EO underlies the portion of the Iraq Stabilization and Insurgency Sanctions Regulations dealing with persons blocked pursuant to 576.201(a)(3). Note that while 576.201 also deals with persons blocked pursuant to EO 13315, which is a UNPA-based EO, this EO is essentially a standard, IEEPA-based EO, and accordingly all three mandatory IEEPA exemptions apply (see 576.209), with donations having been opted out of per normal practice. Persons designated pursuant to this EO carry the [IRAQ3] tag on the SDN list, while those blocked pursuant to EO 13315 carry the [IRAQ2] tag.
