Notes:

1) EO 13382 is the primary EO underlying the WMDPSR. EO 13382 takes "additional steps" with respect the WMD-related national emergency declared in EO 12938 of November 14, 1994, as expanded by EO 13094 of July 28, 1998.

As noted in the comment to 544.802, the President may, and has, taken action pursuant to the authority granted by WMD-related EOs other than EO 13382 that result in actions other than blocking regulations. EO 12938 is, in part, some of the basis for the 2019 CBW Act Directive, and EO 12938 and EO 13094 serve as the basis for the technically active but practically defunct WMDTCR (Part 539).

However, for the purposes of the WMDPSR, the only EO containing provisions of direct relevance to the regulated community is EO 13382, and all of the prohibitions and derivative designation criteria contained in that EO have been implemented in the WMDPSR at 544.201. The operation of the WMDPSR is functionally limited to the scope of the blocking provisions contained in this order.

There appears to be nothing in this EO of practical sanctions compliance relevance that is not incorporated in the WMDPSR themselves.
