Notes:

1) Second post-2006 action in which OFAC issued a penalty in spite of legal counsel advice that a given action/omission was permitted (here process-related, in Yokozuna (2010) the underlying transaction itself).

2) The penalty extract says the "engine appears to have been destined for Iran," but is otherwise vague as to the legal basis of the penalty. In particular, was it 560.204(a) (engine itself ended up in Iran), or 560.204(b) (engine incorporated in a plane subject to the EAR that, in turn, was to be flown/"exported" to Iran.
