Notes:

1) Fairly common set of designations pursuant to Section 3(a)(ii) of E.O. 13846 for “knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petroleum or petroleum products from Iran.” Compare Sanctioning Entities Trading in Iranian Petroleum and Petrochemicals (Fact Sheet).

2) One designation is particularly notable, i.e. the designation of a “Singapore-based maritime service provider that has provided pilotage services to NITC tankers on 13 occasions while they were carrying Iranian crude oil from January 1, 2025, to August 1, 2025, as they transited the Straits of Malacca”. This was regard as a having “knowingly engaged in a significant transaction for the transportation of Iranian petroleum”. The designation may be a first in terms of the type of service that resulted in a designation, and is particularly notable for the fact that an...
