2) On 7-23-26, the State Department made its first designation of a non-Cuban entity pursuant to EO 14404. The entity at issue, which is also the subject of the two GLs addressed in this note, is a “Guernsey-based firm invested in Cuban real estate” (per the State Department Fact Sheet). According to the headline of CIEBA’s website, the company is “[a] Company exclusively dedicated to investment in Cuba” (https://ceibainvest.com/ , accessed on the date of designation), and its equity was traded on the London Stock Exchange up through the date of designation (https://finance.yahoo.com/quote/CBA.L/).
