Notes:

1) The USPS guidelines for exports to Iran and Crimea, which were live on the USPS website as they appear in the PDF as of 3-11-24, are notable for three primary reasons.

First, there are the examples of what constitutes “eligible agricultural commodities” with respect to Iran, where USPS cross-references the List of "Agricultural Commodities" for TSRA Purposes (Commodities Eligible for Shipment to Cuba Agricultural, Fish and Forestry), and specifically notes that it includes “cotton, wool, linen, silk, hemp, sisal”.

Second, USPS recognizes that the “informational materials” exemption applies to the Crimea embargo (see General Note on the Applicability of IEEPA/TWEA Exemptions in EOs and Sanctions Regulations not Specifically Mentioning Them).
