Notes:

1) All sanctions regulations contain a GL allowing for the provision of certain legal services. The GL is, with some exceptions, boilerplate across sanctions programs, albeit with substantial variability on the question of whether or not payments for such services require a specific license. Read in conjunction with the GL dealing with payments for legal services (589.506).

2) This GL authorizes the provision of legal services to all persons in or ordinarily resident in Crimea, as well as any person blocked pursuant to the URSR. It is not uncommon for legal services GLs to distinguish, for the purposes of receipt of payments, between ordinary persons subject to a comprehensive embargo (payments permitted without reservation) and blocked persons (e.g. payments subject to reporting requirements).

3) This GL was amended on 5-2-22 to add authorizations for Crimea. However, this is not one of the many legal services-related GLs that applies on its face to “any further Executive orders relating to” the national emergency underlying the sanctions regulations at issue. This means that the Donbass embargo is not covered by the GL, and specific authorization is still needed for the provision of legal services to any person in or ordinarily resident in the area embargoed by EO 14065.
