Update - on 2-5-2022, the URSR were amended to minimally "implement" this EO (see 589.201(e)). The vast majority of the GLs and other provisions of the URSR, as amended on 2-5-2022, have no impact on the operation of the embargo portion of this EO. The exception is 31 CFR § 589.508 - Emergency medical services, which had not previously existed in web GL format. The below has not yet been updated to reflect the reissuance of the URSR.
