2) Compare Crimea equivalent of this GL at Ukraine General License Number 9. Note that this GL does not have a " widely available to the public at no cost to the user" qualifier, so it is broader than the Crimea equivalent, but it is narrower than the most recently issued version of this GL (Venezuela GL 25) in that it is limited to "personal" communications.
