[*Update: on 5-2-22, this GL was implemented into the URSR at 589.516, with no substantive changes vis-à-vis the web-only GL, except that, previously, exportation of items not subject to the EAR would need to "be designated as EAR99 if they were located in the United States." Now, it's "[not] listed under any multilateral export control regime." The below has not been amended to reflect that fact].
