Notes:

1) This "Russia Fact Sheet" was published in the State Department "Sanctions Archive" on President Biden's inauguration day, and was the only substantive item published in that directory up until the March 2 Press Statement titled "Imposing Sanctions on Russia for the Poisoning and Imprisonment of Aleksey Navalny."

The “Fact Sheet” is notable for its use of the Trump-era phrase “Maximum pressure” (used in the Iran context) to describe sanctions with respect to Russia. This is one of several indications that the Biden Administration may look to make use of the Russia-related secondary sanctions authorities, such as Sec. 10 of SSIDES, in a manner that is comparatively more aggressive than that of the previous administration.
