This GL is the central reference point for transactions in connection with travel to Cuba done pursuant to the general licenses authorizing travel by persons subject to U.S. jurisdiction. As opposed to 515.572, this GL pertains to transactions by actual travelers themselves, not transactions by persons subject to the jurisdiction of the U.S. that are ancillary to the travel of others. However, this provision should be read in conjunction with 515.421 (Transactions ordinarily incident to a licensed transaction). Persons subject to U.S. jurisdiction may engage in transactions incident to the travel-related transactions detailed in 515.560(c). This is evident from Note 2 to §515.560, specifying that 515.560 "authorizes the provision of health insurance-, life insurance-, and travel insurance-related services to authorized travelers, as well as the receipt of emergency medical services and...
