Executive Order on Taking Additional Steps to Address the Situation in Venezuela

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), and section 301 of title 3, United States Code,
I, DONALD J. TRUMP, President of the United States of America, in order to take additional steps with respect to the national emergency declared in Executive Order 13692 of March 8, 2015, and relied upon for additional steps taken in Executive Order 13808 of August 24, 2017, and in light of recent actions taken by the Maduro regime to attempt to circumvent U.S. sanctions by issuing a digital currency in a process that Venezuela’s democratically elected...

1) The relationship between the Venezuela-related sanctions authorities is complex, and discussed in detail in General Note on the Venezuela Sanctions Regulations, the Blocking of the Government of Venezuela and other Venezuela-related EOs (System Ed. Note).
2) 2) Prior to November, 2019, this EO is a "stand alone" EO in the sense that, while it was related to the EO 13692 insofar as it was issued to take additional steps in connection with the same national emergency as the one declared in EO 13692, the prohibitions imposed by the EO were not incorporated in the VSR. This is no longer the case.
