1) EO establishes the broad export embargo administered by BIS, (accompanied with an OFAC GL for services in connection with exports authorized by BIS).

2) EO serves as the basis for certain categories of Syria-related blocking, but see other Syria-related EOs for additions of further blocking criteria.

3) EO fully incorporated into the SySR (i.e., no provisions of this EO notable for compliance-related purposes are not incorporated).

4) Designation criteria amended in part by Executive Order 13460 of February 13, 2008.

5) The common derivative designation criteria of "material assistance" provided to a person blocked pursuant to this EO is missing from this EO, but was added by Executive Order 13572 of April 29, 2011.
