1) This “determination,” this first one issued pursuant to EO 13902 since 2024 (see Executive Order 13902 - Petroleum and Petrochemical Sectors of the Iranian Economy Determination, and comments thereto), was issued in connection with “Economic D-Day”. See Treasury Launches Unprecedented Campaign Against Iranian Regime on Economic D-Day (Treasury Press Release). See General Note on "Sectoral Sanctions" and Determinations Made Pursuant to EOs Providing for the Blocking of Persons Determined to "Operate In" a Certain Sector, and note that the “Petroleum and Petrochemical Sectors” determination as been the basis for many secondary sanctions-like designations of non-U.S. persons (though there have been far fewer with respect to the sectors explicitly named in EO 13902).
