Notes Common to 515.527 and 515.528.

1) While the roughly analogous IP-related provisions of other embargo programs [1] can be of some cross-programmatic interpretive usefulness, 515.527 and 515.528 deviate significantly from the standard IP GLs in significant ways. 2) Note that the provision in 515.527 permitting payments to lawyers by Cuban Nationals from blocked accounts is extremely rare, both across sanctions programs and even within the CACR. There appear to be no restrictions on these payments.
