1) As discussed in the comments to 515.307 (Unblocked national), that provision has the effect of linking persons qualifying as "unblocked nationals" within the meaning of 515.505 to the general 200-level prohibitions, which pertain to persons defined as "nationals" whiten the meaning of 515.301. "Unblocked nationals" are effectively not subject to sanctions under the CACR.
