Notes:

1) This provision is notable for the example suggesting that a third-country passport and voter registration card are sufficient for demonstration of permanent residence status in a third country. The current 515.505(c) does not do as much to assure that those two items alone would be sufficient evidence. But see Case No. CU-78979, where the applicant did not provide evidence sufficient to establish that a recently emigrated Cuban "[did] not intend to, or would not be welcome to, return to Cuba."
