Notes to the CACR definition of "United States; continental United States":

The definition of “United States” is particularly important when read in conjunction with the term "Person subject to the jurisdiction of the United States; person subject to U.S. jurisdiction" (515.329), since the prohibitions of 515.201 apply to all such persons, and that term includes "[a]ny person within the United States as defined in § 515.330." This is similar to how other sanctions programs function, but the definitions are slightly different in the CACR.
