1) BACKGROUND COMMON TO BOTH LICENSES
LICENSE No. VENEZUELA-EO13850-2019-360301-1 and LICENSE No. VENEZUELA-EO13850-2019-360301-3, which relate to an oil refinery located in Curacao (Netherlands Antilles), were disclosed and reported on by a radio station and political party located in the Netherlands Antilles, respectively [1], [2]. LICENSE No. VENEZUELA-EO13850-2019-360301-2 is not publicly available.
PDVSA was blocked pursuant to EO 13850 on November 1, 2018. At the time, PDVSA was party to a contract to operate an oil refinery located in Curacao, Refineria di Korsou N.V. (RDK). RDK is not a U.S. person that is directly subject to the prohibitions of any Venezuela-related sanctions prohibition.
Both LICENSE No. VENEZUELA-EO13850-2019-360301-1 and 3, like certain others in the Research System, are examples licenses issued to non-U.S. persons so that the non-U.S. persons can involve U.S. persons in...
