1) BACKGROUND

On May 13, 2025, President Trump announced on that he would be “ordering the cessation of sanctions against Syria” (“[w]e're taking them all off”) (https://www.reuters.com/world/trump-says-will-remove-us-sanctions-syria-2025-05-13/). Soon prior to the issuance of this GL, there was AP reporting concerning dueling proposals within the State Department concerning the form that the “cessation” would take, with one camp arguing to take “all the action possible, as fast as possible,” and another “starting with short-term waivers then laying out sweeping requirements for future phases of relief or permanent lifting of sanctions,” including the normalization of relations with Israel (https://apnews.com/article/syria-sanctions-trump-civil-war-b00251ffdeca97f1840d9f6c568af080).
