1) This license was issued subsequent to the January 28, 2019 blocking of PDVSA pursuant to EO 13580, but prior to the blocking of the Government of Venezuela pursuant to 13884. The license was released by the Venezuelan embassy in Colombia (see .pdf file).
Monomeros Colombo Venezolanos, S.A. is a Colombian fertilizer company owned by Petroquímica de Venezuela S.A. (Pequiven), which was at the time that the license was issued was, and is, in turn, owned by the Government of Venezuela's Ministry of Petroleum. The OFAC license was issued subsequent to Juan Guaidó naming an ad hoc board of directors to Monomeros.[1] Given that the license authorized transactions otherwise prohibited by EO 13808 and EO 13835, but not EO 13850, it can be discerned that OFAC considered Monomeros to not be blocked pursuant to EO...
