Notes:

1) This FAQ is similar to other FAQs (see e.g. FAQ # 841 and FAQ # 883) addressing designations of individual entities that were made in conjunction with the issuance of a wind-down license. There is, however, one sentence that is irregular and worth examining. Note that the "wind down" language used in Belarus General License 4 is standard, so this FAQ may have cross-programmatic implications.

OFAC says:

GL 4 does not authorize the entry into new purchase contracts, or the stockpiling of inventory, involving Belaruskali OAO, or any entity in which Belaruskali OAO owns, directly or indirectly, a 50 percent or greater interest, on or after August 9, 2021 that are not ordinarily incident and necessary to the wind down of transactions.
