1) This is a notable interpretation of the term “non-commercial”, as it appears in paragraph (c) of GL Venezuela General License 45A. It appears aimed at clarifying that a flight carrying commercial actors (e.g. people flying for business purposes) is not necessarily "commercial". The question is whether the flight is "intended to generate a profit for" the airline itself.
2) Venezuela General License 45A was replaced with Venezuela General License 45B on 2-29-24, and Venezuela General License 45B removes the paragraph that contained the term "non-commercial".
