Notes:

1) This GL, unique to the Venezuela program, is aimed at enabling “repatriation flights” of Venezuelan nationals from non-U.S. jurisdictions in the Western Hemisphere (defined in FAQ # 1137) to Venezuela. Consorcio is an SDN, blocked pursuant to EO 13884.

2) As part of the broader sanctions relief deal related to the 10-18-23 sanctions actions, Venezuela agreed to allow repatriation / deportation flights from the U.S. to Venezuela (see https://www.bloomberg.com/news/articles/2023-10-10/us-venezuela-near-deal-on-sanctions-relief-for-steps-toward-fair-elections). This GL appears aimed at facilitating those flights, which would evidently take off from Mexico and other non-U.S. jurisdictions.
