Notes:

1) The UCSB “Iranian Studies Initiative,” as described in the letter, involves “visiting scholars from Iran…spend[ing] several months at UCSB, interacting with the faculty in the humanities and social sciences departments”. OFAC notes that 560.505(b) of the ITR (now 560.505 of the ITSR) authorizes persons (i.e. individuals ordinarily resident in Iran) “to carry out in the United States those activities for which such a visa has been granted by the U.S. State Department,” and that this includes category J visa holders (exchange visitors). It appears that all activities of the “visiting scholars from Iran” coming to the U.S. and participating in the program would be authorized by 560.505(b).
