TRUMP (1:26-cv-00688) (D.D.C. 2026) - OFAC Deputy Assistant Director Licensing Declaration and LICENSE No. ICC-EO14203-2025-1408722-1 On 9 Jul 2025, OFAC designated Francesca Albanese, the Italian United Nations Special Rapporteur on the occupied Palestinian territories. When the wind down GL authorization concerning Albanese expired on August 8, 2025 (ICC-related General License 8), OFAC issued two licenses sua sponte concerning transactions involving Albanese (who has a minor child that is a U.S. citizen).
