The implication of this interpretive provision is that, in principle, the standard blocking prohibition covers goods "manufactured, consigned, or destined for export to" a blocked person for which a blocked person has not held or received title. I.e. they are goods in which a blocked person has an interest.

Here, OFAC provides a sort of safe harbor against the otherwise applicable blocking prohibition where funds representing down payments for such goods are placed into blocked accounts, i.e. the placement of the funds into blocked accounts serves to release the goods from OFAC’s blocking prohibition.
