1) This GL appears aimed at clarifying that payments for "telecommunications services" can be made directly to Ansarallah since they can qualify as "fees, or import duties, or the purchase or receipt of permits, licenses, or public utility services". This is most likely an interpretation of the term “public utility services,” which is ambiguous as it relates to telecommunications services.
