1) This Statement of Offense (SoO) was filed in connection with a plea agreement arising out of an individual who collected “khums”— a religious obligation of certain Muslims to pay 20% of their acquired wealth from certain sources toward specified causes—in the form of U.S. banknotes exported to Iran. According to the DOJ, the Khums were collected for the purpose of providing humanitarian assistance in Yemen, and were collected “on behalf of the Supreme Leader of Iran” in a way that implicated the blocking prohibition of EO 13876, which blocks “the Supreme Leader of the Islamic Republic of Iran and the Iranian Supreme Leader's Office”.
