1) Read in conjunction with FAQ # 1092, issued concurrently with this "Alert". This document generally summarizes the U.S. sanctions and export controls imposed on Russia since February of 2022, without providing much in the way of guidance or otherwise unarticulated "statements of sanctioning policy". It is notable that OFAC acknowledges that non-U.S. persons ceased using the ”Mir payment system” as a result of sanctions, and also notable that this is attributed to “Sanctions on Russia’s financial leadership,” rather than the portion of FAQ # 1082 suggesting that the “circumvention” designation criterion in EO 14024 was a factor.
