Temporary Note Concerning the Jan. 17, 2024 Redesignation of Ansarallah (the Houthis) as a SDGT Entity

1) BACKGROUND

As of January 17, 2024, much of Yemen, including its capital and certain ports, is controlled by a political and military organization (“Ansarallah” or “the Houthis”) that is generally not recognized as the legitimate government of Yemen. On January 19, 2021, the State Department designated Ansarallah as an FTO and SDGT, with OFAC having issued certain GLs in connection with those designation. On February 21, 2021, citing “the dire humanitarian situation in Yemen,” the State Department revoked the FTO and SDGT designations (https://www.state.gov/revocation-of-the-terrorist-designations-of-ansarallah).
