Notes:

1) This GL is specific to the SySR, and necessary to give full effect to the lack of an import ban with respect to Syria. Payments for or shipping in connection with imports from Syria are not eligible for 542.404 because they are not prohibited, as opposed to "authorized" (i.e. within the scope of a .200 level prohibition and permitted as a result of a license).

2) This GL excludes services in connection with underlying transactions that involve a blocked person, and by limiting the scope of the authorization to transactions "otherwise prohibited by §542.207," the GL excludes all service-related transactions that would be within the scope of 542.201, e.g. because they involved a blocked Syrian port. The wording of the GL is a bit awkward because...
