1) This provision was implemented into the SySR on 6-5-24, in light of the implementation into the SySR of Section 234 of the Countering America’s Adversaries Through Sanctions Act and Section 7412 of the Caesar Syria Civilian Protection Act of 2019. In both cases, sanctions can be applied to a “foreign person,” and the definition here tracks the definition used in the statutes.
