On 8-8-23, concurrent with the expiration of the earthquake-related Syria General License 23, OFAC removed its Guidance on Authorized Transactions Related to Earthquake Relief Efforts in Syria and replaced it (using the same URL) with OFAC Compliance Communique: Guidance for the Provision of Humanitarian Assistance to Syria.

Because OFAC addresses a multitude of authorities in the "Humanitarian Assistance" guidance, and does so in a way that has implications for the scope and operation of such authorities beyond the four corners of the guidance document, we have categorized each of the 25 questions as separate Research System entries. 2) Notes Specific to This Q&A

a) Guidance is fairly straightforward, but note that OFAC says that "the funds transfer may not involve the Government of Syria or other blocked persons," while the text of the remittance GL says that the transfer cannot be "by, to, or through the Government of Syria or any other person whose property and interests in property are blocked pursuant to § 542.201(a)." Query whether there are circumstances in which the Government of Syria (GoS) could be “involved” in a remittance transfer (e.g. collection of tax) without the transfer being “by, to, or through” the GoS. The wording of the Q&A may be a bit broader than appropriate given the text of the relevant legal provision.
