Notes:

1) Compare Responding to Two Years of Russia’s Full-Scale War On Ukraine and Navalny’s Death (State Fact Sheet), a designation press release announcing a raft of “operating in”-based designations of third-country company in connection with “backfill” and “evasion”. The designations here appear to generally be of a similar character. One notable designation is of the "Tunisian Port Agent" blocked for having "provided ship agent services to a blocked Russia-flagged vessel" on the basis that it had "materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of NORTHERN SHIPPING COMPANY, a person whose property and interests in property are blocked pursuant to E.O. 14024." These designations are also notable for the non-Russian entities being sanctioned for supporting the Arctic LNG 2 Project, highlighting the project as a sanctions enforcement priority.
