The initial license authorized “filing an in rem action for lien foreclosure, seeking as remedy the judicial sale” of the blocked unit, while this license authorizes “including foreclosure of the lien through Florida State’s court system” and “if circumstances apply, complying with all foreclosure notice requirements under federal, state, and local law”.
It may be that the licensing division did not consider the question, but the issuance of this license suggests that the issuance of the initial license to initiate foreclosure proceedings and the actual issuance of the lien did not serve to “terminate” the blocked person’s interest in the property (per 591.403, see Note Common to “Termination and acquisition of an interest in...
