Notes:

1) Rare, direct-from-the-director secondary sanctions comfort letter to alleviate energy-related disruptions caused by the sanctioning of PJSC Lukoil. Note that the sanctionable activity at issue here was already authorized (and non-sanctionable through FAQ # 980) as a result of the then-prevailing iteration of Russia-related GL 131, but that GL was renewed monthly as negotiations were ongoing concerning the potential sale of the parent company of Lukoil Romania, and would not have been renewed if negotiations broke down. Here, OFAC appears to commit itself to the secondary sanctions comfort for a period of roughly six months, notwithstanding the potential sale of LIG.
