The basis for this exemption was Sec. 6 of EO 13622, which explicitly exempted these transactions. This FAQ is therefore not a comment on what constitutes a "significant" transaction for the purposes of secondary sanctions. The exemption was carried over to Sec. 10 of EO 13846.
