1) This 169-page opinion rules in favor of plaintiffs with respect to claims under Title III of the LIBERTAD Act, which provides a private cause of action to victims of confiscations by the Cuban Government. The opinion is under appeal. The opinion has implications for the practical ability of travel services providers to provide Cuba-related services, even when authorize by OFAC to do so. Further commentary will be provided once the case is settled one way or the other.
