1) GTSR/FTOSR/TSR GLs 7 and 7(a) remain on OFAC's website, but were incorporated in the corresponding sanctions regulations at 594.512, 595.510 and 597.508. With the authority of the license to reject (instead of block) transactions pertaining to Hamas-associated members of the PLC, and the authority permitting transactions with non-Hamas members of the PLC, this GL appears to negate the entirety of the effect of the initial 2006 determination concerning Hamas’ interest in all of PA-related transactions. In other words, this GL renders FTOSR/GTSR/TSR GLs 1-6 redundant, with the exception of certain transactions authorized by FTOSR/GTSR/TSR GL 4.
