Note in addition that the same applies to text string searches such as “14071” (if you’re looking for items related to EO 14071). 1) BACKGROUND
As of 6-8-24, all IEEPA-based embargoes contain active "traditional" GLs authorizing certain transactions related to nongovernmental organizations (NGOs). They are the following:
(i) 510.512 (NKSR)
(ii) 542.516 (SySR)
(iii) Iran GL E
(iv) 589.520 (Crimea embargo)
(v) Ukraine GL Number 23 (DNR/LNR)
Note that 515.575 of the CACR is roughly aimed at achieving the goal of the typical NGO license, but the GL covers “humanitarian projects” irrespective of whether the projects involve an NGO.
