Notes:

1) Refer generally to comments to Executive Order 13608 - Prohibiting Certain Transactions With And Suspending Entry Into The United States Of Foreign Sanctions Evaders With Respect To Iran And Syria (Effective Date - May 1, 2012).

2) This FAQ contains a rare acknowledgement that the exemptions to IEEPA apply even in cases where sanctions EOs have not been implemented by regulations.

The operative clause in the EO is the following, of Section 1:

"(c) The prohibitions in subsection (b) of this section apply except to the extent provided by statutes, or in regulations, orders, directives, or licenses that may be issued pursuant to this order, and notwithstanding any contract entered into or any license or permit granted prior to the date of this order."

This means that personal communications, travel and informational materials transactions are exempt from regulation under the EO. The donations exemption was opted out of (see Sec. 2).
