Notes:

1) Compare the scope of this GL with, for example, the 560.508 (ITSR). Given that there is no personal communications exemption in the GTSR, the scope of this GL is not completely clear as it relates to retail-level services and wholesale services.

This GL would appear to permit i) the making of calls back and forth between U.S. persons and SDGTs, and ii) the provision of retail-level telecom services to SDGTs, including the accepting of payments from such persons. The reference to "any payment owed to [an SDGT]" would, based on the parallelism between the language here and the language in other GLs, appear to contemplate a situation in which an actual telecom provider is designated pursuant...
